As soon as the soil can be worked, sow seed 1" apart, 1/4" deep in furrowed rows 18" apart. Thin to 6" apart. They can be started indoors or in a cold frame February or March. Transplant outdoors when 8-12" tall. Allow 2 weeks for germination.
